Attempting to install the package manager on Vista RC1 with the user set up as administrator during install results in permission denied errors.
It would seem the user administrator account is not an administrator account.
The instructions I find for enabling the real administrator account include a step I am leary of, disabling my one working user administrator account.

Well, ignore that article for the moment.
Vista is a P_I_T_A for the administrator account, it's stupid regardless of their
goals of improving security *end-rant*

You can install the bootstrap installer and the packages with accounts that are
part of the Administrators group. This may be the path of least resistance.

Rodney, the article you linked to provided me with the missing piece to installing the package manager.
I had not been using the "run as administrator" option when opening the sua terminal. After doing so I was able to install the package manager with no permission denied errors.
