Hi,

Is it possible to set up a modem attached to a Windows machine running SFU and the inetd daemon with telnet enabled to be automatically answered with a telnet prompt by the Interix subsystem?

That's not how telnet works. Telnet is a networking protocol.
If you want to set up a modem and get a login prompt on the modem line, then look at the igetty utility.
