Is it possible to port a UNIX program to Windows, when the source code is not available?

Usually the answer is "no". Porting means making adjustments to the existing
source code that works on one or more other systems for a new system.

It sounds more like you are looking to run a binary not on the native platform.
There exists some VM software to do stuff like this for different OS's. The fine
details are what make or break it working. You likely want to spead some quality
time :-) with a search engine or two hunting down possibilities and reading what
they can and cannot do and with which systems.
