(The mail server appears to be down [ISP's] so there it be a while before others respond).
I started one for 3.0, but it just didn't make sense without pthreads.
Mark did a port several months back with 3.5. He was doing it as part of the
Pthread White paper he wrote. He was trying to do client and server. Something wasn't
quite right or was giving problems.
Most recently was the info from RogerTelco in the Forum thread:

where he build just the client side and gave instructions for it working with
an existing server.

As afr as I could read in the net the win32 port uses the cygwin library which is in my opinion the nicest way to do it since we've got the interix. So I thoutht that maybe that could be usefull.
