18 months or so ago there was a patch submission to OpenSSL which was apparently not accepted (I note that Interix support is lacking from 0.9.8):

Does anyone have any more info on this as OpenSSL is such an important package that it really should have upstream Interix support.

I submitted as you note.
The changes did not make it into 0.9.7. Was told that it would go into 0.9.8. Didn't happen.
I keep building and offering it here.
I've just sent e-mail again to Richard asking.
