I just successfully bootstrapped the gcc-4.2-20060909 snapshot.
I had to adjust some things which are described here:

In the bug report you mention:
>Interix apparently cannot execute scripts starting with "#!sh".
Just FYI: This is actually intended to avoid trojan horses in a user's PATH.
