building xerces - iniet.h issue

I have SFU 3.5 installed, and used the toolsworks 2.1 CD, to all packages.
I also installed the Motif Dev environment onto the machine.
When building xerces 2.7.0
./runConfigure -p interix
gmake
I run into the following compiler error:

The environment variable CXXFLAGS, and CPPFLAGS have -I/usr/local/include set
CXXFLAGS='-D_ALL_SOURCE -I/usr/local/include -D_ALL_SOURCE -I/usr/local/include '
There is a arpa/inet.h in both
/usr/local/include
and
/usr/include
the inet.h in /usr/local/include/arpa does not have htons defined.
I think this maybe the POSIX version.
If I remove -I/usr/local/include from the build statement it will compile the one
source file UnixHTTPURLInputStream.cpp
in /etc CXXFLAGS are getting set in the following start up scripts
csh.lcl: setenv CXXFLAGS "-D_ALL_SOURCE -I/usr/local/include ${CPPFLAGS}"
csh.lcl: setenv CXXFLAGS "-D_ALL_SOURCE -I/usr/local/include "
profile.lcl:export CXXFLAGS="-D_ALL_SOURCE -I/usr/local/include ${CPPFLAGS}"
zshenv.lcl:export CXXFLAGS="-D_ALL_SOURCE -I/usr/local/include ${CPPFLAGS}"
Somehow I ended up with a /usr/local/include/arpa/inet.h from installing a package
that seems to break xercec.
On a box with which I just installed openssh I do not have the /usr/local/include/arpa
directory.
I installed the packages using Toolworks 2.1 from July 2005.
I will need to automate the processing of building xercesc within our weekly build if it
does not exist on a system. I believe I can get around the above issue by modifying
the -I dir includes.
Here is what is inside the /usr/local/include/arpa dir
