If you can HTTP out then you can try and get the package that way (the Warehouse page).
Then do a "pkg_add filename" once it's downloaded.

I downloaded the openssh-current-bin.tgz file and then logged on the system as Administrator and tried the pkg_add openssh-current-bin.tgz command:

$ ls
openssh-current-bin.tgz
$ pkg_add openssh-current-bin.tgz
For installations to work as smoothly as possible you should have your
/Tools member name and password in your '.netrc' file. For more information
please refer to the 'ftp' manual page and to the /Tools web page of
http://www.interopsystems.com/tools/pkg_install.htm
For ease, 'pkg_add' will now automatically create this content now.
