I have a few question concerning Apache on SFU:
How do you start/stop/restart the service?
Where is the root directory to place the html files?
Will the mem_cache module work with this? Do I have to do anything crazy to install it?
Where is the Apache .conf file located?

Most questions about Apache can be answered by the FAQ, et al on the Apache web site.
It's b4est to keep them a the master of such information.
Apache 2.0 is installed in /usr/local/apache2.
So the configuration files are in /usr/local/apache2/conf (the main one being httpd.conf).
Same as on all other Apache installs apachectl does start/stop/restart (/usr/local/apache2/bin/apachectl).

Correct (the Unix version anyway).
I missed commenting before that I haven't done anything with the mem_cache module.
