I got this from a client, can someone tell me if this is normal?

All Interix processes open their sockets via a request to the subsystem (PSXSS.EXE).
Port 110 is POP3 (Post Office Protocol 3).
All it means is that there is an Interix process running (e.g. popper) that
is using the port, or inetd has been instructed to camp on the port so that
another process doesn't hijack the port (see notes in /etc/inetd.conf).
